Simplified Dog Blocker Hardware

Simplified the hardware in two areas to keep production costs as reasonable as possible. First, the status/info LED and flasher/alarm LED were combined to one LED with some clever manipulation of port modes. Secondly, a unique way to monitor the voltage was discovered that doesn't require two voltage divider resistors. In all, 3 components were removed which will lower production costs, reduce board size and complexity, higher accuracy, and uses less power. Board size down to 1.75" x 1.12" - 1.96in2 (not bad for a through-hole prototype with no surface mount components).
